Sanctions Measures
Sanctions are measures not involving the use of armed force that are imposed in response to a situation of international concern. They aim to limit the adverse consequences of a situation of international concern, impose costs on those responsible, and resolve the situation without the use of force.
Australia enforces two types of sanctions:
- United Nations Security Council (UNSC) sanctions are imposed by the UNSC and Australia is obligated to implement them as a matter of international law
- Australian autonomous sanctions are imposed and implemented by the Australian Government as a matter of Australian foreign policy.

Consolidated List
The Australian Sanctions Office (ASO) also maintains and regularly updates the Consolidated List, which includes all individuals and entities subject to Australian sanctions, including targeted financial sanctions and travel bans. Checking the Consolidated List before dealing with an individual or entity is an important precaution you can take to ensure you do not deal with individuals or entities who are subject to sanctions. Dealing with an individual or entity that appears on the Consolidated List is a serious criminal offence.
How UNE Deals with Sanctions Measures
Sanctions generally impose restrictions on trade in certain goods and services. Services can include supervision of HDR students, staff or visiting academics from sanctioned regimes. The restrictions involve an assessment of DSGL or sensitive/emerging/critical technologies.
UNE representatives and students planning to collaborate with foreign partners must complete an International Collaboration Checklist. The information and any entities listed in the checklist are then subjected to a check which aims to identify links to sanctioned regimes, countries of concern, the Consolidated List, and sensitive or critical areas of research or technology development. In some cases, sanctions checks for HDR candidates may need to be conducted by the Graduate Research School.
