Parking at UNE

Parking on the Armidale Campus is free of charge in General Parking Bays (previously Blue & Purple permit bays). The parking of motorcycles on campus is also free, however you are encouraged to park in motorcycle designated bays where possible to free up general parking bays for cars.

On campus we have 15 minute, 30 minute, 1 hour & 2 hour parking bays. Parking in Timed bays is free of charge, however you must not stay longer than the signposted time, otherwise you will receive a Parking Penalty Notice.

Green (contractor/maintenance) bays, Disabled bays, Black bays, Red bays, Loading Bays are restricted and will incur a Parking Penalty Notice if you use these incorrectly.

Any person who brings a vehicle onto campus must abide by the parking signage.

Disabled and Temporary Mobility Parking

There are Eighty three (83) RTA Disable Bays on campus. Nineteen (19) of these bays are located in the Residential Precinct of the campus and Sixty Four (64) bays in the Academic Precinct.

Disabled Parking

To be eligible to park in a Disable Bay the vehicle must display a valid RMS (Roads & Maritime Services) Mobility permit.

The RMS Mobility Parking Scheme permit entitles you to park in spaces marked with a symbol for people with disabilities. The RMS Mobility permit also provides parking concessions in other spaces such as:

  • When parking in a General parking area there is no charge.
  • Where parking is signposted as 15 minutes or less, the vehicle can park for a maximum of 30 Minutes.
  • Where parking is signposted as 30 minutes, the vehicle can park for 2 hours.
  • Where parking is signposted in excess of 30 minutes, the vehicle can park for an unlimited time.
  • Note - RMS Mobility permit holders are not permitted to park in Red bays with this type of permit.

Legislation specifies the eligibility criteria for a person to obtain a Mobility Parking Scheme permit. To be eligible, a person must be some one:

  • Who is unable to walk due to the permanent or temporary loss of use of one or both legs or other permanent medical or physical condition; or
  • Whose physical condition is detrimentally affected as a result of walking 100 metres; or
  • Who requires the use of crutches, a walking frame, callipers, scooter, wheelchair or other similar mobility aid.

Please note that a Mobility Parking Scheme permit does not allow vehicles to stand or be parked between "No Stopping" signs or on Taxi stands, bus or in loading zones. Vehicles that display the RMS Mobility Parking must park in a designated parking bay in accordance with the UNE Parking Policy

Temporary Mobility Parking

The University is able to assist staff and students who have sustained a temporary injury or illness by issuing a Temporary Mobility Permit to those who otherwise may not be eligible for assistance under the RMS Mobility Parking Scheme.

Staff and students are eligible to apply for a Temporary Mobility Permit by contacting Parking Administration (6773 3485 or parking@une.edu.au) in the Safety, Security & Information office located in:

  • Union Building C018 - adjacent to the central courtyard in the Academic Precinct

Holders of a UNE Temporary Mobility Permit are permitted to park in General parking bays as well as Green bays & Loading Bays for extended periods to that signposted only. A UNE Temporary Mobility Permit does not allow parking in RMS Disabled Bays.

Temporary Mobility Permits are issued for 1 x month only. However, some conditions / injuries may require the permit to be issued for a longer period. In such cases Parking Administration will review monthly & if warranted, extend the expiry date by another month on a case by case basis.

Parking Permits

UNE has one General Parking category and four permit categories on campus.

General Parking

Parking in these bays is free.

There are no restrictions on who can park in General Parking bays. If the entire car park is designated as General Parking, a Parking Sign with a "P" will be erected at the entrance to the car park. Car parks where other permit categories exist,  General Parking bays will be identified with a "P" but the P will also include an arrow (right or  left) to designated where the General Parking bays start & finish.

Red Permits

Vehicles issued with a red permit are permitted to park in their assigned Red bay & also in General Parking bays.

Red parking bays are numbered and are for the exclusive use of the allocated permit holder 24/7.

Red parking bays allocated to members of staff who leave employment of the university or students who cease to be enrolled must surrender their assigned red bay for reallocation on their separation date from the University.

Costs

There are 2 x Red permit duration's that can be purchased. They are:

  • Red  - 12 Month - $594
  • Red  - Trimester - $239
Applications for Red Permits

Red bay applications open in January & close early February each year. The link to apply for a red bay is https://staff.une.edu.au/parking.

Both successful & non successful applicants will be contacted approx 1 week after the closing date to advise the outcome of their application. Any unissued bays after this date are sold on a first come first served basis.

  • Red bays will be first offered and allocated to staff that hold the position of Director / Head of School or above.
  • Any Red bays that have not been allocated to Directors / Head of School or above will be allocated to eligible staff and/or students by Parking Administration.
  • All decisions regarding the allocation of red parking bays is final.
  • Those successful applicants will then be directed on how to pay for their permit.

Red permits are linked to the parking calendar year which starts on the 1st March & ends on the last day of February the following year. Trimester permits are for a period of 4 x months:

  • Trimester 1 - 1st March - 30th June
  • Trimester 2 - 1st July - 31st October
  • Trimester 3 - 1st November - 28th/29th February the following year
Salary Sacrifice

The University offers a Salary Sacrifice arrangement for Red Permits. This arrangement allows for the full cost of the permit to be deducted from an individual's pay over either 2 x Pays ( Trimester permits) or 5 pays (12 month - Annual permits) as a pre-tax (salary sacrifice) deduction. Those people who are successful in obtaining a Red bay will be advised how to access the Salary Sacrifice form when they receive the confirmation email.

Green Permits

Service vehicle permits are made available to university motor fleet vehicles and approved contracted service providers upon application. A contracted service provider is an organisation or individual that engages with the University to undertake construction, maintenance or repair type work, it is not an organisation or individual that performs administrative, teaching or research type activities under a salary/contract arrangement with UNE.

Vehicles issued with a green permit are permitted to park in green parking areas, and loading zones for extended periods to that signposted. Green bays operate 24/7.

In order to obtain a Green Parking Permit contractors must apply on-line at https://staff.une.edu.au/parking.

Once the application has been made, parking administration will verify eligibility. If you meet the eligibility requirements of a contracted service provider, you will be contacted about collecting the permit from the Safety, Security & Information Office located in building C018 adjacent to the Central Courtyard.

Gold Permits

Gold virtual permits are issued to members of the UNE Council free of charge. The holder of a valid gold permit is permitted to park in General parking bays as well as Green, Black & Pink bays plus loading zones and timed bays for extended periods to that signposted.

Members of the UNE Council who leave or resign their position from Council will have their Gold Permit cancelled on their separation date from Council.

Council members with a Gold Permit are not permitted to park in Red Bays.

Black Permits - VIP Operational bays

These permits are issued internally by the Vice Chancellors Officer & the Wellness Centre to assist with the operational functions of the business unit.

Parking  Infringements and Appeals

Parking Penalty Notices are issued to vehicles that do not park in accordance with the UNE Parking Policy. Some examples of when a Penalty Notice would be issued are:

  • the appropriate parking permit is not displayed correctly;
  • the parking permit has expired;
  • vehicles are parked in places they should not be parked;
  • vehicles are parked outside the marked parking bays;
  • loading zone & other bays with time limits have been exceeded
Penalty Amount

Infringements issued by the University are currently $140.00 for general permit, loading bay & timed bay offences. For disabled bay offences the penalty amount is $704.00. These prices are tied to the Consumer Price Index (CPI) which is adjusted on 1st July each year.

Appeals

Revenue NSW handles all services (including appeals) on behalf of the University. These services include processing:

  • Infringements
  • Payments
  • Correspondence
  • Appeals
  • Court Election

Any person who has been issued with a Penalty Notice has the right of appeal. All appeals must be addressed in writing to the:

A digital photograph is taken at the time the infringement notice is issued and a copy of these photographs is available to those who want them for appeal by contacting Parking Administration on 02 6773 3485, by emailing parking@une.edu.au or by calling into the Safety, Security & Information office in the Union Building (C18) located next to the Central Courtyard in the academic precinct. Photos linked to electronically issued Penalty Notices are available for viewing from Revenue NSW.

Once an infringement notice has been issued you have 28 days to either pay the fine or lodge an appeal with Revenue NSW. Revenue NSW will manage all appeals and respond to you with the outcome or their decision. If the penalty notice is unpaid after 28 days from issue, a reminder notice will be forwarded to the person named in the original notice or to the registered owner of the vehicle, as recorded by the Roads & Maritime Services (RMS). The reminder notice allows a further period of 28 days to make payment.

Penalty notices which are not satisfied within the time periods allotted will be referred for further enforcement action. This may  include referral to RMS for licence or vehicle registration cancellation. More information can be found on the Revenue NSW web site.

Fine Reporting

The NSW Government’s reforms to the parking fine system, which came into effect on 1 July 2025, require Declared Organisations to:

  • Attach a parking fine or notification to the vehicle (except in limited circumstances).
  • Provide photographic evidence of the offence to Revenue NSW.
  • Issue fines within seven days of the offence if no notification was attached.
  • Publicly report data on parking fines issued.

These changes aim to restore fairness and transparency to the parking fine system across NSW.

UNE will continue to monitor the implementation of these reforms and provide quarterly updates as required.

FAQs

What type of parking is available on campus? 

General parking is available for staff, students & visitors in what was previously signposted as Blue and Purple permit parking. General Parking bays are free of charge to park in.

Red Bays operate as paid parking bays. To park in a red bay the owner must display their red permit on their vehicle & park in the red bay they have been assigned by Parking Administration.

Green bays are for UNE & contractor vehicles & require a green parking permit to be displayed on the vehicle to park in this coloured permit bay.

Loading bays & timed bays &  are available however time limits apply.

Disabled bays are provided although parking in a disabled bay is only permitted using an Australian Roads & Maritime issued Mobility Parking Permit.

Is visitors parking available at UNE?

As of 1st May 2025 parking on campus in General Parking Bays is free of charge. This applies to all Visitors, Staff & Students.

Visitors can also park in a timed bays (15 minute, 30 minute, 1 hour & 2 hour)  but not longer than allowed.

Visitors wishing to park at UNE are required to abide by the UNE Parking Policy. Parking at UNE operates under a Restricted Parking Scheme which means that vehicles must park in bays identified by signage. Vehicles that park in areas such as on the grass, on footpaths, or anywhere signage is not erected permitting you to park, may result in the issuing of a Penalty Notice.

What parking is available during Intensive Schools?

Students attending Armidale Campus are able to park for free.

Parking spaces are identified on the UNE Armidale campus map. Students can park in Blue & Purple Visitor Bays free of charge. Parking in other coloured permit bays is not allowed unless you display a valid parking permit of that colour.

During Intensive School periods, UNE Life Safety, Security & Information will be available to assist with parking, wayfinding, and any safety or information concerns. Staff can be identified by the UNE Life or UNE Life Safety & Security logo on their shirts.

Does UNE run a Restricted Parking Scheme? 

Yes. Signage will remain at the approaches to the University to identify campus as a Restricted Parking Area.

Blue and purple permit signs are being replaced with General parking signs & parking in General bays is free of charge.

Under a Restricted Parking Scheme, UNE issues Penalty Notices to vehicles found not to be parked in accordance with the UNE Parking Policy.

Can anyone park in a reserved Red Bay?

No. Red Parking bays are for the exclusive use of the red bay owner. No one other than the owner can park in their assigned bay.

Red Bay Permits must be placed within the vehicle so that it is clearly visible from outside the vehicle.

Any vehicle parking in a red bay, that fails to display a Red Bay Permit may result in the issuing of a Penalty Notice.

What parking options are there at Booloominbah?

The Booloominbah Car Park offers four types of parking:

  • Timed Bays: 10 x half-hour parking spots available from 8:30 am to 4:30 pm, Monday to Friday (except public holidays).
  • Disabled Bay: Located near Booloominbah, this spot is for vehicles displaying a valid RMS Mobility Permit.
  • Black Bays: Reserved exclusively for VIP guests of the Vice Chancellor & Senior Executive Team.
  • Red Bays: Reserved for the Vice Chancellor’s Senior Executive Team who have purchased a Red Permit. These red parking bays operate 24/7 & in line with the UNE Parking Policy
I am a contractor with a Green Permit. What do I need to know? 

Green bays require a Green parking permit to be displayed on the window of your vehicle in clear view from outside the vehicle.

Although parking is free, Green permits are only issued to approved contractors. To apply for a green parking permit go to  https://staff.une.edu.au/parking Parking Administration will assess your eligibility for a Green Permit. Successful applicants after being advised & can collect their permit from the Safety, Security & Information Office located just off the central courtyard in Building C018.

What if I have short term accessibility needs or mobility challenges ? 

If, due to a temporary illness or injury, you require closer access to your building to where you park now, please reach out to UNE Parking Administration located in the C018 Security Office & they will assess your request to find a solution.
