Unit information
Managing natural resources is often a complex process. A fundamental component of the effective management of these resources is good governance.
In this unit you will gain a thorough understanding of the concepts relevant to regulatory efficiency and effectiveness. You will explore traditional regulatory theory, innovation in regulatory reform and be introduced to key concepts such as private regulation, co-regulation, regulatory harmonisation, path dependence and transaction cost theory.
This unit provides the foundations to understanding the range of issues faced in developing a compliance strategy in the natural resource sector.

Learning outcomes
Upon completion of this unit, students will be able to:
- demonstrate a coherent understanding of the nature and scope of public and private natural resource governance rules, including aspects of regulatory theory, regulatory innovation, and collaborative regulatory approaches;
- use initiative and judgement to critically analyse the efficiency/effectiveness of public and private regulatory institutions associated with natural resource law (considering issues such as path dependence, transaction costs, public choice, regulatory harmonisation and co-regulation);
- use cognitive skills such as legal and other disciplinary research, reasoning and argument to develop independent opinions on issues relevant to the governance of natural resources; and
- integrate a variety of data and knowledge into the development of a practical strategy.
