Associate Professor Ian Hannam is an expert in international and national legal, policy and institutional systems for natural resource management in the areas of soil and water resources management, sustainable water and land management, desertification and land degradation control, water and soil conservation, biodiversity management, pollution management, integrated ecosystem management.
Associate Professor Hannam has extensive expertise in institutional, environmental law and policy analysis in Asia and Central Asia, and experience in interpretation of existing legislative systems relevant to integrated ecosystem management and sustainable land management and preparing new legislative and institutional structures and policy frameworks.
Key areas of Associate Professor Hannam's involvement in institutional, environmental law development and reform in Asia and Central Asia include:
- Legal, policy and institutional expert in preparation of PRC National Water and Soil Conservation Strategy (ADB Technical Assistance Program in 2001-2002);
- Legal and policy expert in preparation of new Yellow River Law (ADB Technical Assistance Program 2003-2004);
- Environmental Law and Policy expert in PRC-GEF Partnership Project on management of dryland ecosystems in China. Principal areas of advice include law and policy for forest management, water resources management, land management, ecosystem management, land tenure, community participation, and institutional structures (ADB Technical Assistance Program 2003-2006).
- Consultant to International Water Management Institute on Legal, Policy and Institutional Aspects of Water and Land Management in South East Asia and People's Republic of China (March-July 2002) (Laos, Philippines, China, Bangladesh).
- Development of global technique for analysis of legal, policy and institutional issues associated with land resources and land management, published by International Water Management Institute - Hannam, I.D. 2003. A method to identify and evaluate the legal and institutional framework of water and land in Asia: The outcome of a study in Southeast Asia and the People’s Republic of China. Research Report 73. Colombo, Sri Lanka: International Water Management Institute.
- Consultant to UNEP (United Nations University, Tokyo) to train legislative and policy officials in Kyrgyzstan and Tajikistan on development of methodologies and approaches to determine the capacity of institutional aspects, environmental law to implement sustainable land management; Working within the two countries to develop local, national and transboundary legal and institutional frameworks for sustainable land management of the High Pamir and Pamir-Alai Mountains.
- Consultant to United Nations Development Program (Mongolia) for review of sustainable grassland management legislation, institutional and policy, of Mongolia - Hannam, I.D, 2007, Report to United Nations Development Program Mongolia on Review of Draft Pastureland Law of Mongolia, United Nations Development Program Sustainable Grassland Management Project.
