My academic career began in 1976 as a temporary junior lecturer at the University of South Africa in Pretoria. In 1978 I took up a temporary position at Rhodes University, Grahamstown, South Africa and held this job in a tenured capacity until 1987. In 1985 I taught at East Carolina State University, Greenville N.C., U.S.A. and moved to Australia in February 1988 as a lecturer in the (then) Department of Economics at the University of New England. During a 1991 sabbatical I taught at the University of Cape Town for six months and at Creighton University, Omaha, Nebraska for a further six months. In 2002, I spent nine months on sabbatical leave teaching at Yokohama National University in Yokohama, Japan. I secured a Hobart Houghton Research Fellowship in the Department of Economics at Rhodes University, Grahamstown, South Africa, and spent a month researching at that institution in early 2003. I enjoy drinking, cricket and rugby.

Australian local government, economics of public policy, public economics and microeconomics.
Research interests
Australian local government, local government economics, local public economics and the economics of federalism.
Consultancy
My consultancy efforts fall squarely in the area of Australian government. I have examined numerous questions in contemporary Australian local government policy and practice, especially in the area of structural reform and amalgamation, but also shared services, local government finance, Section 94 developer contributions, local government grants processes, benchmarking and other performance measures, and pricing in local government.Publications
