Biography

Monique joined the UNE law school in August 2017. She has degrees in International Studies and Law from the University of Adelaide, a Master of Laws from Columbia University and a PhD from the University of Melbourne.  Monique’s PhD thesis explored the legal basis for the International Criminal Court’s jurisdiction over nationals of non-party states.

From 2010-2012, Monique was a Reseach Fellow at Melbourne Law School for Professor Gerry Simpson’ ARC project on war crimes trials. While working on her PhD, Monique spent five months as a visiting researcher at Harvard Law School in 2015. Most recently, she worked with Melbourne Law School’s Program for the Regulation of Emerging Military Technologies where she became interested in questions of criminal jurisdiction for transnational cyber crimes. Monique has been a sessional lecturer and tutor at the University of Adelaide, the University of Melbourne and La Trobe University.

Alongside her academic work, Monique is the co-founder of Lex Specialis, an international law consulting partnership that provides pro bono international legal advice and training to states, non-governmental organisations and other entities working in the international arena.

Prior to academia, Monique worked at the Federal Court in South Australia, and interned at the Permanent Court of Arbitration in the Hague, the South Asia Human Rights Documentation Centre in New Delhi and the International Criminal Court UN Liaison Office in New York.

Research Interests

Monique’s research interests lie primarily under the umbrella of public international law, with a focus on jurisdiction, immunities and defences in international criminal law. She is also interested in questions relating to cyber crime, transnational cooperation and jurisdiction. In addition, Monique researches on legal issues relating to nuclear disarmament and extended nuclear deterrence policies.
