Practitioner seminar series
The Practitioner Seminar Series is an occasional seminar series with a focus on legal practice and legal practitioners. Generally there are 2 to 3 seminars per year. They are free of charge and open to anyone to attend. They are advertised on this website, by notice around the Economics, Business and Law Building and by email. Previous seminars have been on quite varied topics including interviewing clients, insights on legal careers, practice as a navy legal officer, notary publics and the Personal Properties Security Act.
Offers to present seminars are welcome and should be emailed to the convenor of the series, Mr Cameron Moore.

Mr Sebastian Hempel, Solicitor "The new Personal Properties Security Act" (audio file available)
(Powerpoint slides from Mr Hempel's lecture also available in pdf.) The PPS Act establishes a national system for the registration of security interests in tangible and intangible personal property. It will create a new regime for the perfection and regulation of priorities in respect of security interests in almost all property, other than land. The new Personal Property Securities Register (PPS Register) will replace many existing Commonwealth, State and Territory security registers, including those relating to company charges, bills of sale, ship mortgages, motor vehicle securities, crop liens and stock mortgages. The PPS Act is far-reaching and may have a significant impact on many businesses and consumers. Even if a business does not currently register securities, it is possible that it will be required to do so under the new regime to protect its interests. The PPS Act is now due to come into effect in October 2011, instead of May 2011. The delay will allow further time for businesses and the regulators to prepare for this fundamental change to securities law and related processes to take place. This includes legislative amendments, development of the PPS Register and migration of data from existing State and Territory security registers to the PPS Register. Dr Roslyn Blakley Member, Administrative Appeals Tribunal (Victorian Division) “Crossing the Professional Divide - Decision making the Tribunal's way” Dr Ros Blakley is currently the Regional Health Director of the Department of Defence’s Regional Health Service – Victoria and Tasmania. In addition to this, Dr Blakley was appointed to the Administrative Appeals Tribunal (Victoria) in July 2010 as a Part time Member. Prior to her current appointments, Dr Blakley served as a Medical Officer in The Australian Regular Army (1989 – 2008). Whilst in uniform she held a number of regimental and staff appointments, including Senior Health Advisor to the Chief of Army. Dr Blakley was awarded a Conspicuous Service Cross in the Queen’s Birthday Honours List (2004) for outstanding achievement to the Australian Defence Force in the area of Health Administration. This award recognised her actions in improving the rehabilitation available to ill and/or injured military personnel and her participation in a whole of Government approach to improving their management and entitlements. Dr Blakley holds a Bachelor of Medicine, Bachelor of Surgery (UQ), a Masters of Health Administration (UNSW) and is currently undertaking a Graduate Diploma in Health Law at University of Sydney. Her AAT cases predominantly involve the review of decisions under the Safety, Rehabilitation and Compensation Act 1988 (Cth) and the Military Rehabilitation and Compensation Act 2004 (Cth).
