2012 Commonwealth Supported Places

Students in Commonwealth Supported Places

Students enrolled in a Commonwealth Supported Place (CSP) will be charged a Student Contribution Amount for each enrolled unit of study. The Student Contribution Amount will vary depending on the unit's Student Contribution Band. Your student contribution pays a proportion of the cost of your course and the remainder of your cost is funded by the Commonwealth Grant Scheme. To assist you in calculating your CSP fees, please use the following information:

Alternatively Commonwealth supported students wishing to calculate the cost of their units each study period should:

  • Establish your fee admission status (Commonwealth Supported or Full Fee). Full Fee students must use the Full Fee table; and
  • Commonwealth supported students should read your Commonwealth Support and HECS-HELP booklet and refer to this for your eligibility and the details of what you need to do; and
  • Identify the unit(s) by field of study that you will study and the year of admission or re-entry to your course and
  • From the student contribution charge table, select the appropriate rate for each unit of study.
  • Student contribution charges are indexed each year by the Commonwealth Government.
  •  Students studying units in different bands will be invoiced by unit at different rates in the same course.
  • Under certain circumstances students who initially enrolled in a commonwealth supported place may be required to enrol in some units on a fee-paying basis.

1 In the 2007 Budget, the Australian Government introduced changes to higher education funding from 2008 as part of the Realising Our Potential package. These include an increase to the maximum student contribution amount for units of study in accounting, administration, economics and commerce. Students who commence a course before 1 January 2008 will be charged maximum annual student contribution amount rate of $8,048. Howevewr students who commenced their course after 1 January 2008 will be charged at the higher maximum annual rate of $9,425. More information about these changes can be found at http://www.studyassist.gov.au/.

2 In 2008, the Australian Government introduced changes to higher education funding from 2009. This included a change to the maximum student contribution amount for units of study in mathematics, statistics and science. Students who commenced their course of study prior to 1 January 2009 will be charged at the maximum annual student contribution amount rate of $8,052 for Mathematics, Statistics, or Science units. Students who commenced their course or transfer from a non-natural science to a natural science course after 1 January 2009 will be charged at the maximum annual student contribution amount of $4,696. 3 In the 2008 Budget, the Australian Government introduced changes to higher education funding from 2010. These included an increase to the maximum student contribution amount for units of study in education and nursing. Students who commenced their course of study prior to January 1 2010 will be charged at the the maximum annual student contribution amount of $4,696 for Education and Nursing units. However, students who commenced their course after January 1 2010 will be charged at the higher maximum annual student contribution amount rate of $5,864. 1 New Zealand Citizens and Permanent Residents in Commonwealth Supported Places are not eligible for the discounted rate and should use the Deferred charges table to determine the amount of their units

* The amount shown (EFTSL) represents the cost of full-time enrolment for a full year. This is 48 credit points or 8 units per year and will vary depending on the course and units studied. The Student Contribution Charge is subject to increases each year.

Students may withdraw from a unit without financial penalty prior to census date each study period. However you should note that to withdraw without financial penalty after the census date (remission of HECS-HELP debt and re-credit of Student Learning Entitlement) has very strict legal requirements.

Upfront Student Contribution Amount Discount Changes

On 23rd November, 2011 the Higher Education Support Amendment Bill (No.2) 2011, was passed by the Parliament. This Bill changes the amount of discount students receive for making upfront Student Contribution Payments to their provider and for making voluntary repayments to the ATO.

From 1 January 2012, the Australian Government has lowered the HECS-HELP discount, applied to up-front student contribution payments of $500 or more, from 20% to 10%. Additionally, the HELP voluntary repayment bonus (payments made to the ATO), applied to payments of $500 or more, has been lowered from 10% to 5%.

Transitional Fee Arrangements

Both the federal government’s transitional arrangements for pre-2005 and pre-1997 students and the special rate for the 2005 cohort of students ended on 31 December 2008, regardless of whether students had completed their course. From 1 January 2009, continuing students in these cohorts will be treated as pre-2008 students (for accounting, administration, economics and commerce units) or pre-2009 students (mathematics, statistics and science units) or pre-2010 students (education and nursing units).

Additionally, the transitional arrangements for those students in accounting, administration, economics and commerce units who commenced their course before 1 January 2008 will be ending on 31 December 2012. From 1 January 2013, those students who have not completed their course and are in this cohort will be treated as pre-2010 for education and nursing units and charged the maximum annual student contribution amount for all other units.

Upcoming 2013 Changes to Commonwealth Supported Places Eligibility

On 20th August, 2012, the Higher Education Support Amendment (Student Contribution Amounts and Other Measures) Bill 2012, was passed by the Parliament. This Bill changes the eligibility criteria for Commonwealth Supported Places for students commencing a new degree in 2013. From January 1, 2013 onwards Students living overseas for the entire length of their degree will not be eligible for a Commonwealth Supported Place and must pay the Domestic Tuition rate.

Students continuing in their degree will be unaffected by this change, but any student transferring from one course of study to another in 2013 will come under the new eligibility criteria.

Upcoming Changes to the Maths, Sciences and Statistics Band

On 20th August, 2012, the Higher Education Support Amendment (Student Contribution Amounts and Other Measures) Bill 2012, was passed by the Parliament. This Bill changes the maximum Student Contribution Amount charged for students studying Maths, Sciences and Statistics units. From January 1, 2013 onwards ALL students studying Maths, Sciences and Statistics will be charged at the same maximum Student Contribution Amount, regardless of their course commencement date.

Commonwealth Assistance Notices

The information on this notice is about your HECS-HELP liability to the Australian Tax Office. Students should refer to the HECS-HELP (Section 3.4) booklet which is available from the Study Assist website for the details about the Commonwealth Assistance Notice.

If you do not agree with the details of the Commonwealth Assistance Notice, you have 14 days from receipt of this letter to advise the University of New England . Please contact the Student Centre. The contact details are:

Students who withdraw from units after census date will be liable for HECS-HELP and or FEE-HELP fees to the Australian Tax Office for those units

Student Learning Entitlement

On the 14th of September the Federal Government passed an amendment to the Higher Education Support Act. This amendment affects the Student Learning Entitlement (SLE) which all Commonwealth Supported Students were issued with at the commencement of their first semester of study after January 1st, 2005.

From January 1st, 2012 there is no longer a limit placed on the amount of study that an eligible student can undertake under a Commonwealth Supported Place.

Students who have already expended their allocation of SLE will now be able to re-enrol after January 1st, 2012 as a Commonwealth Supported Student to complete their studies, or to commence further studies in a Commonwealth Supported Place. However, those students who have paid tuition fees or received a FEE-HELP debt as a result of changing to a Full Fee place after their SLE was expended may NOT receive a remittance of those fees or a reduction in their FEE-HELP as a result of the passage of this legislation.
