MINUTES OF MEETING

ITEM 1: ACCEPTANCE OF PREVIOUS
MINUTES
The minutes of the meeting held on 29 March 2000
were accepted with the following amendments.
1. 3.3 should read
UNE will respond in
writing to NTEU log of claims.
2. Closing time of 12:30pm to be deleted.
ITEM 2: BUSINESS ARISING FROM PREVIOUS
MEETING:
2.1 Managing Change Clause
UNE tabled the Managing Change consultation
draft and after some discussion between the parties
it was agreed that the following amendments were to
be made:
1. 8.3.1(h)
will be completed in 21 days
unless otherwise agreed
.
2. 8.3.1( c )(iii) point 3 should read staff and
resource implications with an additional point to
read Estimated schedule for Implementation.
3. 8.3.1(I) to read
.parties shall be held
to sign-off
.
NTEU advised that overall they seemed to be
happy with the clause.
2.2 Grievance & Dispute Resolution
Procedures
UNE also tabled the Grievance Procedures
consultation draft and after some discussion
between the parties it was agreed that the
following amendments were to be made:
1. 40.1.1(a) should read
with their
Supervisor or Supervisor's Supervisor or relevant
Personnel Officer and
.
2. 40.1.1(c) should read
.Head of Cost
Centre & or relevant Personnel Officer.
3. 40.2.1 (c) should read
resolve the
matter within one working
Action: UNE to redraft and do a preamble on
Grievance Procedures.
2.3 Casual Rates
The parties discussed the 3hr minimum with NTEU
pointing out that this is a general standard in a
lot of industries, provides payment for
inconvenience and would reduce casual call
usage.
UNE replied that they have requested some
reports on casual staff and casual call backs seem
to be used mostly in the Colleges.
NTEU also advised of some other concerns in this
clause and it was agreed that UNE will do a redraft
for the next meeting.
Action: NTEU to confirm amendments to UNE by
14 April and UNE to do a redraft before the next
meeting.
ITEM 3: OTHER BUSINESS:
3.1 Linking of Classifications
UNE tabled a draft document and reiterated that
this is about the position not the staff member and
UNE has no intention of making any changes to the
classifications committee.
Action: NTEU to advise if there are any
changes to this document.
3.2 Draft Workloads
NTEU tabled a Draft Workloads Clause and the
parties had a discussion on this issue. NTEU
advised that they are concerned about staff being
pressured into doing overtime and maybe something
should be added to the clause to prevent this.
UNE advised that workforce planning covers these
issues and it was agreed that UNE was to look at
the principles of the clause.
Action: UNE to look at principles in the
Draft Workloads Clause and advise NTEU as soon as
possible.
3.3 Indigenous Employment
NTEU tabled a draft clause and advised UNE that
basically this clause is really just a statement to
confirm that UNE is committed and is on the right
path.
Action: UNE will review & advise NTEU of
outcome.
3.4 Salary Packaging
UNE tabled a Draft Salary Packaging Document and
advised that at the moment it will include
childcare, superannuation and vehicles but more may
be added at a later date.
Action: NTEU to supply feedback to
UNE.
3.5 Definitions
The parties discussed the definitions of the
Academic Enterprise Bargaining and it was agreed
that UNE is to supply a copy of this to the
NTEU.
3.6 Rewarding Excellence
NTEU expressed their belief that this issue is
not an EB issue and there are lots of equity issues
involved with it.
Action: NTEU to give feedback on this issue
at the next meeting.
