NTEU GENERAL STAFF ENTERPRISE BARGAINING

MINUTES OF MEETING

11:00AM – 1:00PM, WEDNESDAY 01 MARCH 2000

ITEM 1: ACCEPTANCE OF PREVIOUS MINUTES

 Part 9 – Grievance and dispute resolution procedures should read: for further discussion.

ITEM 2: BUSINESS ARISING FROM PREVIOUS MEETING:

Grievance & Dispute Resolution Procedures and Managing Change

 After some discussion it was agreed by both parties that the University will look at the Academic Clause for grievance procedures and ensure consistency between both clauses.

Action: University to provide a copy of the managing change clause and to compare the Academic and General Staff clauses and ensure they are consistent. Further discussions to be held next meeting.

 

Primary Place of Employment, Relocation and Travel

The NTEU asked about travel time and travel allowance and the University advised that traditionally it had determined its own allowance rates based on rates supplied by the Australian Taxation Office, however these matters are now included in the General Staff Award and contains an automatic adjustments clause.

 On-call/standby rates

 The NTEU raised the issue of on-call/standby rates for staff within FMS. After some discussion concerning who else might be cover in the award, the parties agreed that there should be a system that covered both FMS and ITS.

Action: Both parties to discuss further the development of a system that is common between FMS and ITS.

Broadbanding

The NTEU noted from the CPSU update that the issue of broadbanding had been discussed between the University and CPSU. The NTEU asked for any information that had been gathered on this subject.

The NTEU also raised the issue of discounts on internal courses should we have succession planning. The University advised that there seems to be a lack of training facilities in Armidale and it was trying to improve this situation.

Action: The University agreed to distribute any information on broadbanding, workforce planning and succession planning to the NTEU. The NTEU also agreed to do some research in this area.

2% Kemp Conditions

The parties had a discussion on this issue and both agreed that there needed to be more discussion on the guidelines.

Action: To be put on the next agenda.

Single Bargaining Unit

The NTEU advised that discussions with the CPSU on a single bargaining unit for general staff had taken place and further advice on this matter would be available shortly.

Casual Rates

 The University advised the NTEU that the CPSU had agreed to the following points in the casual rate clause:

Loading of 25%

Maximum length of a casual appointment should be no longer than 8 weeks in any one position;

Recognition of casual service for the purpose of Long Service Leave.

Action: The University is to redraft the clause and then distribute to the NTEU.

Casual Pool

 The NTEU asked about developing a casual pool of employees. The University advised that a previous study conducted by Debbie Page had been undertaken during the last agreement, however, it was discovered that it was not practical at a University level and would be more appropriate at a cost centre level.

 At this time the NTEU advised that points 18, 19 and 20 should be combined under the one heading.
