CPSU GENERAL STAFF ENTERPRISE BARGAINING

MINUTES OF MEETING

2.00PM - 3:30PM, TUESDAY 28 MARCH 2000

CONFERENCE ROOM, TC LAMBLE BUILDING

Meeting opened at 2:15pm.

ITEM 1: ACCEPTANCE OF PREVIOUS MINUTES:

The minutes of the last meeting were accepted as a true and accurate record.

ITEM 2: OTHER BUSINESS

2.1 CPSU Additional EB Claims

CPSU tabled two additional claims for consideration in the enterprise bargaining process including:

1. that all general Staff who have more than one year of satisfactory service whilst at the top salary step of HEO Level 1 automatically progress to the first salary step of HEO Level 2; and

2. that the General Staff EBA contain a clause guaranteeing a minimum General Staff/Academic Staff ratio in faculties for the life of the agreement, and this minimum ratio reflect existing General/Academic staff number.

Ian Gallaway advised that the CPSU will provide a detailed clause on each item at a later date.

2.2 CPSU Statement

The CPSU tabled their claims and will provide a detailed clause on each item.

Ian Gallaway of CPSU made the following statement:

"Because it is CPSU's view that UNE missued previous Enterprise Bargaining minutes between UNE and CPSU, the union is not agreeable to minutes being kept of future EB meetings.

CPSU believe however that a record of agreed outcomes of proposed actions by either or both of the parties to negotiations can be achieved by exchange of letters and is agreeable to this method."

2.1 No Forced Retrenchments

The parties had discussion on the claim for "no forced redundancy" and UNE tabled an initial "no forced retrenchments" proposal. After a short recess the following amendments were suggested:

1. Paragraph one, line 1 should read ….. up to and including level 10.

2. Paragraph 2, line 2 should read ….. reasonable position within the University that is……

3. (a) should read Elect to accept an offer….

4. Paragraph 6 should read The duties of any new position…..

It was also agreed that "Reasonable Position" could be added to definitions.

2.2 MANAGING CHANGE

UNE advised the Academic Managing Change clause has been reworked for General Staff and the NTEU has accepted the proposed clause subject to final wording.

Particular change in employment status was discussed such as where an employee is redeployed to a lower level position, their existing salary will be maintained until such time as the lower pay level catches up with the employees current salary rate. It was agreed that CPSU will consider the UNE wording in the draft discussion document and advise on any wording changes that may be required.

Action:

The University will distribute a copy of the reworked Academic Managing Change clause to CPSU.

CPSU to prepare a draft for particular change in employment status.

2.3 ON-CALL PROVISIONS

UNE advised CPSU that discussion has taken place with NTEU to discuss extending on-call provisions to staff other than IT staff. The NTEU have also provided a draft clause for the University to consider and upgrade. The University advised that it would not be looking for new conditions for IT staff which are presently covered under a separate enterprise agreement.

Action:

The University will provide the CPSU with redrafted copies (after consideration of the NTEU draft) for on-call provisions to staff other than in IT.

Next Meeting:

The next meeting between the University and the CPSU will be on Tuesday 4 April, beginning at 2:00pm in the Conference Room TC Lamble Building.
