ITEM 1: APOLOGIES

ITEM 2: MINUTES OF THE PREVIOUS MEETINGS OF 21 JULY 2000
The minutes of 21 July were passed as a true and accurate record of those proceedings.
ITEM 3: BUSINESS ARISING FROM THE MINUTES OF 21 JUly 2000
3.1 Resourcing of the NTEU EB Team
The University advised that the NTEU was required to document appropriate times, dates, hours, staff names, etc for payments to be made.
The NTEU provided a proposal to the University for "teaching relief" in hours for the bargaining team members. The University agreed to provide a response to the issue for future resourcing by Friday 18 August.
3.2 Paper on the Efficiency and Financial benefits of UNE proposal
The NTEU provided a verbal response to the document and indicated that further points of clarification would be necessary once the NTEU had viewed the University's revised offer.
3.3 Comparison of logs to DETYA Guidelines
The NTEU advised that they were not in a position to respond.
ITEM 4: MORATORIUM/HEADS OF AGREEMENT
The University responded to the NTEU proposal for a Heads of Agreement. The University advised that many of the requests of the NTEU were not acceptable, including the 3% upfront salary demand.
After a brief adjournment, the NTEU advised which matters within their proposal were both negotiable and not negotiable. After discussion on this advice, the University declared that a Heads of Agreement was unachievable and withdrew its offer.
ITEM 5: UNE REVISED OFFER
The University tabled a revised offer that was based on a consolidation of matters from both the University and NTEU's respective log of claims.
The NTEU requested a comparison document be developed so that the University's new offer and the NTEU claim could be viewed side by side.
The University agreed to develop a comparison document for the meeting scheduled for 10 August.
The University advised that many of the Management Team would be unable to attend Thursday's meeting because of the profiles meeting with DETYA,
ITEM 6: OTHER BUSINESS
There was no other business.
ITEM 7: SUMMARY OF MEETING
1. The NTEU request a response from the University for further Resourcing of the NTEU Bargaining Team.
2. The NTEU provided initial verbal responses to the papers tabled by the University on the DETYA Guidelines and the Efficiencies and Financial Benefits Paper.
3. Discussions on a moratorium (Heads of Agreement) were held. As a result of those discussions and the position of the NTEU, the University withdrew its offer for a moratorium.
4. The University tabled a revised offer and will prepare a comparison document of the new offer and the NTEU log for tomorrows meeting at which time the University will go through and explain its current offer.
