Proposed Heads of Agreement

Dear Mary

I refer to our Academic staff enterprise bargaining meeting with the NTEU on Friday 21 July. At this meeting the University indicated that we intend to revise our offer of 1 June 2000 and further consider some of the proposals put forward by the NTEU. Our intention is to have a revised position ready for our next meeting scheduled for 1:30pm on Wednesday 9 August.

We also advised that The University would reconsider its current salary offer and proposals for a moratorium and provide written advice by close of business Tuesday 25 July 2000.

The University would therefore propose a Heads of Agreement on the following terms.

1. That as a part of this Heads of Agreement a moratorium on all industrial action / negative media activity commence until 31 December 2000 or finalising of a UNE enterprise agreement for Academic staff, which ever is the sooner.

 

2. That in recognition of this moratorium, the University will increase all Academic staff salaries by 2% effective from the first pay on or after signing off the heads of agreement (say 10 August 2000). This increase will form part of the total salary increase provided within the new enterprise agreement.

 

3. That the NTEU and UNE agree that the final enterprise agreement will provide for a total package of an expected 12% increase to all Academic staff salaries and shall be phased in over the life of the agreement.

 

4. The life of the enterprise agreement shall be 36 months. The University would accept that the commencement of the 36 month period (within the final enterprise agreement) would be from the signing of the Heads of Agreement.

 

5. That the timing of salary increases and how the package is made up will form part of negotiations and will be agreed by the parties by 31 December 2000.

 

6. That the NTEU will work with the University to ensure that any final agreement will meet the criteria contained in the DETYA Workplace Reform Guidelines.
