Constitutional Coverage of General Staff

File: 45/07/001

Professor Stoddart
Pro Vice-Chancellor (Research & External)
University of New England
ARMIDALE NSW 2351

Dear Professor Stoddart,

We refer to your correspondence of 9 September 1999.

Again it is plain to this Union that the advices you have received with respect to constitutional coverage of unions in this industry is incorrect.

It is apparent to us that your adviser is acting upon tainted information and not on appropriate documentation. We enclose copies of the eligibility rules for the
relevant unions (including the NTEU), to ensure that you can be fully informed of the correct constitutional position. You will note that the NTEU has legitimate
constitutional coverage of some general staff at UNE (see our earlier correspondence), a matter freely accepted by the CPSU in affidavit material of its National
Secretary, Brian Jardine.

We seek to clarify your position with respect to general staff bargaining, namely are you actively promotion and giving preference to the CPSU or do you wish to
recognise those unions with constitutional coverage for general staff:? If the latter is the case, as the NTEU does have some general staff coverage, we should be
represented at the bargaining table.

We trust that our delegate will be welcome when the general staff bargaining unit convenes.

Yours sincerely,

GRAHAME McCULLOCH
General Secretary
