Aid Partnership in Post-Conflict Peacebuilding and Development in Bougainville

Abstract

This project aims to undertake a case study of how donor agencies, particularly AusAID, has contributed to the success of the Leitana Nehan Women’s Development Agency in Bougainville over time. Specifically, the study aims to critically analyse:

• How LNWDA and AusAID partnership has changed over time,

• The influence each of the two organisations have had on the

other,

• The factors that enhanced or inhibited the partnerships and,

• How the two organizations dealt with both opportunities and

challenges in their partnership.

The study will particularly explore the fundamental issues that surround aid, for example, the dynamics of ownership, mutuality, trust and power or control. The study will further provide an in-depth examination of the concept of ‘good governance’, not only from the recipients’ perspective but also from the donor agencies as well. The study will also highlight points of departure and tension in partnerships and how aid partnerships can facilitate peace building or war. The results of the study may be significant in contributing to the growing body of literature on the challenges of international aid to countries in conflict.
