Unit Description

This unit provides students with an understanding of the nature of the public policy making process. Topics include: different perspectives on how public policy comes to be formulated and implemented (with special focus on economic and political approaches); who are the critical actors involved, the function of institutions, and what policy instruments can be employed. Special emphasis is placed on developing an appreciation of the role of the policy cycle: how issues get on to the agenda, how the substance of policy is formulated, the manner in which decisions are made, and the way policy is implemented and evaluated.

Learning Outcomes (LO) Upon completion of this unit, students will be able to:
  1. provide an understanding of the nature, function and dimensions of the policy process in modern liberal democracies;
  2. critically assess contemporary events, processes, directions and issues relating to public policy;
  3. foster a global perspective of policy-making in terms of the different approaches employed by different countries;
  4. arrange and elucidate ideas for a spectrum of audiences and purposes by communicating effectively in written and oral presentations; and
  5. utilise a range of transferable skills in such areas as learning, time management and technological application (internet etc).
