banner-4  Research

The UNE Centre for Local Government is the leading Australian institution undertaking research into the economic, financial and public administration aspects of Australian and New Zealand local government. Researchers operating under the auspices of the Centre are made up of accountants, economics, finance specialists, political scientists and experts in policy analysis and public administration drawn from both academia as well as local government. Over the years, this combination of academic expertise and practitioner knowledge has proved to be an invaluable method of diagnosing the ills afflicting local government in Australia and New Zealand as well as developing policy recommendations aimed at alleviating these ills.

Since its inception in 1994, the UNE Centre for Local Government has worked in partnership with numerous federal and state agencies involved in local government, including the National Office of Local Government and the Productivity Commission, the Australian Local Government Association, several state Local Government Associations, a number of state inquiries into local government, such as the NSW Independent Inquiry in 2006, dozens of Regional Organisations of Council, as well as large numbers of individual councils.

In recent years, research undertaken through the UNE Centre for Local Government has focused largely on the following areas:

  • Structural reform, including forced amalgamation programs in New South Wales, Queensland and Western Australia;
  • Financial sustainability in local government;
  • Community and social sustainability in local government;
  • Reviews of the operations of local councils, including review processes;
  • Assessments of Regional Organisations of Councils, Regional Alliances of Council, and similar organisations (such as financial evaluations and the determination of whether services should be offered by individual councils, or through the ROC).
  • Local infrastructure funding;
  • Comparative analyses of local government systems in different countries;
  • Local government in developing countries.

Since 2006, the UNE Centre for Local Government has published a free online Working Papers in Local Government series, edited by Professor Brian Dollery, which has attracted intense interest. Researchers and councils across the world have used the Working Papers in Local Government series as a reliable source of research information on Australian local government.
