Ian graduated with a Bachelor of Agricultural Economics from UNE in 1982 then worked as a research and farm management economist with NSW Department of Primary Industries in Orange and Gunnedah until 1996. During this time he was seconded to an AusAID funded project in Indonesia where he worked for 2.5 years in the area of livestock economics and disease reporting systems.
On returning from Indonesia in 1992 he completed a Masters of Economics where he examined the efficiency of livestock production systems in the Eastern Islands of Indonesia. During this time he continued to provide short-term consultancy services to various AusAID projects in Indonesia in this area of livestock health.
On leaving the DOPI in 1997, Ian set up a private consulting firm (ARECS P/L) and worked on World Bank and AusAID projects, diversifying into the areas of community and microenterprise development. He began a PHD at UNE in 1998, using his expertise in development assistance to assess the motivations, costs and the efficiency of the aid allocation process. He worked closely with AusAID, partner governments and consultancy companies in evaluating Australias ODA process. During this time Ian continued to consult to the aid industry, diversifying further into project design and evaluation in The Philippines, and southern Africa.
Completing the PhD in 2000, Ian joined the Graduate School of Agricultural Economics (UNE) and successfully obtained ACIAR support to examine the potential for contract farming in the eastern islands of Indonesia. Completing this Ian moved to the Institute for Fural Futures (UNE) and is working on research projects predominantly in Australia.
Ian continues to undertake consultancy work and in 2003/4 has managed tenders for UNE bidding for AusAID and World Bank projects (Africa and Iraq) and assisted with the development of the Faculty of Agriculture at the National University of Timor Lorosae.
Ian has developed significant expertise particularly in the area of smallholder livestock management systems and project design. He has developed links with both government and private institutions in many developing countries but has particular interests in Indonesia and Timor Lorosae.
Research interests and current research projects related to Asia:
1. The importance and role of institutions, markets and market failure in smallholder and community development.
2. The role of social and community capital in smallholder development.
3. The role of livestock (particularly cattle) as a means of production and as an asset in smallholder farming systems.
4. The use and abuse of foreign aid.
5. Effective outcome-driven program and project design.
